Office freeloaders?
What do you do with co-workers who always come to you when they need a stamp (don't offer to pay for it), gum, etc. I'm not a cheapskate, but it's always the same people. Why can't they just buy a book or stamps or pack of gum and keep it in their desk or wallet?

Because you have it. If someone asks for a stamp, charge them for it (nicely).
If you don't want to share, don't.
People aren't cheapskates, they are busy working. If someone has something that can be a convenience, they can ask. You have a right to refuse, although it's rude to do so, for a stick of gum.
A stamp, on the other hand, should be paid for, unless they are for office use and you are just hoarding them in your desk.
Most offices keep stamps in a "petty cash" situation; people use them and throw the money into a drawer or a jar.

Stamps cost 49¢ now – that's not trivial. Keep your stamps tucked deep in your wallet, and tell those moochers you don't have any to spare.
Why are you chewing gum in the office anyway?
If it's office pens, pencils, or other small supplies, tell them where supplies are to be found. "I'm right in the middle of something," you can say.

People like that always know who is an easy touch for this sort of thing - and they just keep coming back.
The next time someone asks for anything, if they're one of the people who have done this before, just say sorry, but you can't spare one today. Smile, and get on with your work, walk away or whatever is appropriate.

LIke the other answers just say calmly "I don't have any yet" and keep repeating that same phrase like a scratched record.
I know this goes on in offices.

You've enabled them, they know you have this stuff, don't ask for payment and will part with this stuff without giving them any grief. If you don't like it, just start saying no.

It is a sign of maturity to be able to say "no". I think you need to develop that skill:
