Does engineering in India involve rote-learning?

    I have worked with a few engineers from India that tend to approach engineering in a "by the book" approach. They were more comfortable working with industry standards and codes rather than seeking innovation.

    I have also worked with engineers from India that were very good at innovation and had a high degree of problem solving skills that unique.
