if you are looking for blue, clear water on the coast of California, it's not going to happen.
The way the water comes down from Alaska churns up the ocean and although most of the water is clean, it's not clear.
You can research "heal the bay" to find the water quality.

They are all pretty good most of the time. But they allhave times they get dirty too.. It depends on the winds, tide, currents and people.
