By definition a tank has a gun, Not the machine gun. I expect what people see are actually Armored Personnel Carriers, Some have a turret with a machine gun and others may have a water cannon. I was in the English Royal Armored Corps as a tank gunner/radio op

When protestors came out in Ferguson, that first night, they were met with tanks, and other military equipment, with the weaponry pointed AT the peaceful protestors.

The connection with 9/11 was that Homeland Security thought citiies likely to be targets of terrorist attacks needed military-level weaponry.
