Why does God care more about the freedoms of terrorists to terrorise and serial killers to kill than innocent peoples' lives?

i dont believe God cares about terrorists at all! once a man sheds innocent blood, unless that person actually calls upon the savior of the world, the true messiah, a person will never be saved in the kingdom of God, because its murder, what they do!
