is the Federal government incompitent as they look or are they pretending to be incompitent as a facade for secretive programs?

like publicly the F35 is a beauracratic mess, Congress is in gridlock, we have military leaders doing shady personal life choices, and agencies not doing their job such as the TSA, Secret service. but could this all be a facade to cover up a military industrial complex such as DARPA, and a massive survellance state such as the NSA. could the black budget be bigger then we think and could the U.S government have much more advanced technology and programs then where let to think?

    Never ascribe to malice something which can most easily be explained by incompetence. In the case of the F35, it was just a sweetheart deal for the defense contractors. Congress is in gridlock because the president is black, and they refuse to deal with the Help. The TSA and the Secret Service is in the news for various incompetencies because the Obama administration has made these administrative actions more transparent. These sorts of shenanigans have gone on all the time, but we're only hearing about it just now because of the transparency policy.
