is there any way to mac filter a wired internet connection?

so that the person would see that he is connected to internet but with limited or no access my modem or router is zxdsl 831cll

    MAC address filtering either lets them access everything or nothing. See if that device has parental controls which might be able to limit what they can access or during what time period.

    Most home routers have firewall capability within them. Log in to the router with the admin password and see what is available.
