When slightly intoxicated I am the same, your inhibitions are less likely to be there, and your more relaxed, we humans only use 10% of our brains, I am a former chef, learned several languages over the years, I am not comfortable with speaking them when sober, but get me a few drinks and turn into a stand up comedian or speak them well enough to be a UN interpreter, I speak French (Parisian and Quebecois), German, Japanese and Swedish, not well but when a bit tipsy, I can entertain a crowd in no time.

Alcohol reduces people's inhibitions so they may do things (sucvh as speaking out in public) that they wouldn't do when sober.
It doesn't increase people's intelligence.

It doesn't. It makes you think you are smart which, ironically, highlights your lack of smartness.
The people around you enjoy it though. It can be very entertaining.

Being a little less inhibited may relax you and make learning easier. But obviously, don't overdo it and end up with traffic accident, pregnancy, domestic turmoil, felony conviction, etc, etc

It makes everyone smart but you only notice it when you are drunk...when you sober up the effect is gone.
