Planning Consent required to fleece shoppers ? - UK only?

When a supermarket is built are there conditions relating to the parking of vehicles on the car park ?

If so, would the supermarket be required to ask for planning consent to employ "private companies" to oversee the parking of vehicles and impose "Penalty Charges" ?

    NO, as they own the land they can employ who they like. And they do, ALL of them.

    No, it's their property, they don't need permission to charge for parking.
