why do people view european and chinese dragons differently?

Because each was interpreted differently within those societies.
In China, the dragon was a metaphor of power and many emperors would wear robes with dragons on them.
In Europe, not so much. Greek literature referred to Satan as a dragon. Of course this wasn't true of all of Europe, some myths did view it in a positive way, there was even a Roman legion, the Dacian Draco

IDK, but the fact that both areas have the legend kinda makes me believe they DID exist.
