Can "already" be translated to "by then (referring to a past time)"?

I'm just asking about "by then" that's not referring to the future, but to the past. So, can it?

    Sometimes, although "already" often has a connotation of fulfilling a requirement or not needing to do something that "by then" does not convey. "He could go to the party because he had already done his homework." "He wasn't hungry because he had already had lunch."

    It can do - rather depends on the context.

    He had already waited three weeks

    By then he had waited three weeks.
