The upgrade offer is free 29 Jul 15 to 29 Jul 16. Once you get it, it's free on that device forever.
There is no "catch".

It is free during the introductory year if you have one of the legal versions (registered to you and not some pirated copy) covered by the offer. There were rumors that after a year they would make it a monthly subscription cost, but MS has flatly denied that! Also all updates are supposed to be free forever. (or until they discontinue it because they have a "new" replacement available like the dropping of support for older Windows versions.)
What they don't mention is that Windows 10 has even more "call home" features built in than ever before and allows (read the contract to which you must agree before you can download it) MS to keep track of pretty much everything you do on your computer from now until forever!

Windows 10 is free as an upgrade right now, so be quick. The catch is, you have to upgrade within the first year of release, or you will have to pay to upgrade in the future after the one year of Windows 10's release has passed.
It's essentially a promotion.

Windows 10 is Free Upgrade for just first year. Microsoft will charge for Windows 10 upgrades after one-year

Well, when you install it you basically sell your soul to Micro$oft. Windows 10 has all sorts of privacy-violating features that lets Micro$oft play Big Brother on your computer and gather pretty much any information from you that you want.
Just say no. Use Linux.
