Responsibility is given to citizenry in America as part of Freedom, in the Philippines...well much is left to authorities or those trying to pose as authorities to forcibly imply what Freedom should look like, thereby curbing responsibility away from citizenry. As a result, People do not think. Since many do not think they follow equally wayward thinkers making more delinquent and juvenile thinkers. While the rest just drift in idleness playing "Tong Its", local version of Poker mixed with Mahjong rules, or procrastinate in some corner to wonder why they are poor with 8-10 children and a dog to feed living in shanties as informal settlers.

Just because there are many Security Guards in Public Places, do not mean safe. It is contrary in fact. It is sort of false positive. Just because you have plenty of armed guards do not mean it will deter Criminals, neither such deterrence can be fully relied upon to draw their sidearm and shoot some suspect(s). Most of these Security Guards are in for the job it pays to earn a living they are begging to have, and not the responsibility that are expected of them to effect and effectively. Will you risk your life and your family's tackling Organized Criminal Syndicate after being paid under $260-$350 USD/Month?

In someways, Security Guards do help. But the ideal Society is where no guns are really needed, where all people are educated and employed, banks can stack money on the counter top without the risk of being rob, and everyone is at least responsible enough with their own self without being a dead weight to the rest of the population, and not steal TAX Money like crooked Politicians.

It depends on where in the U.S. you are. A good number of U.S. schools have a police officer who works at the school. Malls are a different story. Some in high crime areas have armed security, but most don't. Firing a weapon in a crowded shopping mall creates a huge liability that most mall owners don't want to deal with. As for banks some have armed security, but they usually stay in a back room watching the lobby on camera. As for the armed security in the Philippines most of the time I observe them it looks like their weapons haven't been cleaned in ages. There is a good chance they wouldn't fire and if they did would probably hurt the person firing the weapon as well as their target.

There are security personnel in America guarding schools, banks and malls. Why you thought there are no security agency in America? Of course there are. Some stores in the US do not hire security guards because of budget constrain or financial reason. So they rely on the police visibility than hiring their own security personnel.

A lot of places here have armed security guards, they just tend to stay out of sight.

There are already armed guards in schools and many public places, but many of them are plain-clothed and often blend in with the crowd.

Already too many nutters with guns running around.

Does not need another bunch of badly trained police rejects running around with guns.

Not needed like they are here.
