What was that movie with the man in a top hat with an axe smiling and walking down a hallway?

This was a movie I saw long ago, it recently came back to my mind and I can not place it. Its a very Sci-Fi made movie.

One of the scenes as the topic says is this man in a purple suit wit ha top hat, grinning as he caresses an axe, whilst walking down a hallway to another victim.

Strange question yes, but the bloody movie eludes me. If anyone knows what I am talking about please tell me what the name of that movie was?
