What if the government bans gunpowder and cases.?

If you read the second amendment it says you can own guns but there is nothing in it that says the Government has to allow the production of gun powder, bullets and cases.   What if Obama made an executive order banning production of those except for government uses.

The 2nd Amendment says "arms."  Gun powder and shell cases would be considered part of those arms.

But let's just play devils advocate here.

Gunpowder can be made.  There's like a hundred videos on Youtube how to make gun powder.   And shell cases can be reused.
