A 2.1 GPA? The best thing you can do is take some classes at a community college and strive to improve you study skills. If you do well enough after a couple of years at a community college, you can try to transfer to a state college. You have to show you've learned how to study and perform on school testing. With a 2.1 GPA, you either have an undiagnosed learning disability or a lack of ambition. A school administrator will automatically assume it is lack of ambition and poor study habits. You will have to find a way to learn the information that works best for you so you can recall it on tests. Unfortunately, our public education system is geared toward those who learn through reading and any other method is ignored. It is up to you to find what works for you and apply it. You have to take an active role in your education if it is going to be worth anything. Good luck.

You can go to community college. If you continue to struggle, you can graduate from the community college. There are many career-focused associate's degrees that will get you a good job.

If you do well, you can transfer to a 4-year college and get a bachelor's degree. From there, you could even try for a master's degree.
