return library book to wrong library-who pay the overdue fee?

I don't know about LA but where I live, as long as you return them to a library in the same area, you have handed the book in, if you lent the books to your friend and she gave them in late then it is her responsibility however if you gave them to her to drop them off then you are probably to blame for being lazy xxx

You. You were responsible for them since they were checked out under your library card. You should not have relied on someone else to return YOUR library books.
