Very weird or normal?
Okay I am about 5'4 and 133 pounds but I can see my lower 2 ribs on either side. As I am aware this is an average weight but it seems odd to me to be seeing ribs. Is this okay? Possible explanations?

Covering the upper rids are your breasts and pectorilas muscles. So of course you should not see these ribs. However covering the lower ribs on either side are the much smaller oblique muscles, and a thin layer of fat and skin, under ideal conditions. The more fat you have the less visible the lower 3 ribs.
Depending on which body fat chart you look at the lower percentage that is considered healthy for a woman can range from 10 -15%. Anything below 20% is usually in the “fit” category of most body fat charts and is typical of many female athletes. If you watched the Olympics you would see the ribs of many of the female athletes.
At 133 pounds you are more likely around 22-28% body fat, or well into the "safe" zone. If you have any doubts you can consult your doctor of check with a body fat scale. Their prices start at around $30 at most stores.

If you see ribs when your arms are over your head, that's normal.
When you're standing there with arms at your sides, no. You're too underweight at that point.
