Quick question about football formations?

I had a question about two tight end sets and who is an eligible receiver in this formation. I know that you have to have at least 7 players on the line of scrimmage or it s an illegal formation. You can have more than 7, but 7 is typical

So if I have a two tight end set, both tight ends are eligible receivers as long as the wide receivers on the outsides line up off the line, right? For example, say I have a tight end outside of each tackle, a receiver out wide on each side (but off the line) a QB and a back in the backfield, I have 5 eligible receivers? (both WRs, both tight ends and the RB)

But say for instance that the receiver split out wide right lines up on the line of scrimmage. This makes the tight end who s lined up on the line of scrimmage on the right side an ineligible receiver, right? I would have only 4 eligible receivers, and the said tight end would not be allowed to pass the line of scrimmage until after the ball is caught?

Sorry this is so long. Just wanting to clarify. Thanks!

    If the TE doesn't tell the ref he's ineligible, that's a penalty for having the TE "covered" by the WR.
