onkyo receiver tx-nr646 vs tx-nr747?
They both have 4k hdmi terminals but its says the 747 has hdcp 2.2 copy- protection compatibility while the 646 doesn't. Does that mean when I get a 4k tv it wont be able to play some 4k content or what?

You are correct, the hdcp 2.2 covers the 4k signals. Meaning you will be able to pass them onto your TV or receiver, but not be able to record them. Any receiver that doesn't have that ability will not be able to pass the signal on.
So, just from a company owners perspective, you should bypass the receiver completely. Go from the DVD/Cable Box/Game Station to the projector or TV. Remember, the receivers transmit signals 8-12 feet before the signal collapses.
