Is it me or do they never show hulkbuster being made in avengers 2?

No, they don't.
A version of the Hulkbuster suit shows up randomly near the end of Iron Man 3 (it doesn't do much) but we never actually find out when, why or how Tony made the Hulkbuster.
Honestly, there was a lot they didn't explain in Avengers: Age of Ultron (like that weird romance between Hulk and Black Widow... that really came out of nowhere didn't it?)
