How does a "blaming the victim" attitude toward the poor influence the programs of homeless shelters?

Conservatives think that by demonizing the poor, other people will see poor people as unworthy of any assistance.

Voters will therefore vote against funding social programs to help the poor because the poor are “undeserving” or “lazy” or “leeches” or “immoral bums,” etc.

Programs to help the homeless would of course be adversely affected.

Pointing out that people should be encouraged to do all they can to better their own lives and situations BEFORE, during, and after sponging off of society is NOT blaming the victim. It is telling them we know they are capable of better things and are worth something. Just because the left thinks they have no value does not make it true.
