% means divided by 100.
"of" means times.
"50 is x% of 100" means 50 = (x/100)·100
50 = (x/100)·100
50/100 = x/100
x = 50
So, 50 is 50% of 100.
:::::
x% of 8 is 6
(x/100)·8 = 6
8x = 600
x = 600/8 = 75
75% of 8 is 6
:::::
0.5 is x% of 4
0.5 = (x/100)·4
x = 12.5
0.5 is 12.5% of 4

The difference in phrasing is essentially the test, it's designed to confuse you, you just have to focus and try not to fall for any cheap tricks, don't answer any of the questions without properly thinking about them.
Just from how I'm reading it, I'd say that:
1) 50 is in fact 50% of 100, as it is half, and 50% is half.
2) 6 is 75% of 8, otherwise known as three quarters, and;
3) 0.5 is 12.5% of 4, for if you multiply 0.5 by 8, you get 4, and if you multiply 12.5% by 8, you get 100%.
They're actually phrased somewhat similarly, as they're always using whole numbers (or intervals) in the questions, and always expecting a percentage as the answer.

Always set these kind of questions up like this:
The x can take one of the 3 spots.
1) 50 is what percent of 100?
x/100 * 100/1 = 50
Solve for x
100x /100 = 50/1
crossmultiply
100x = 5000
x= 5000/100 = 50
.............................................
2) what percent of 8 is 6?
x/100 *8/1 = 6
3 0.5 is what percent of 4?
x/100 *4/1 = 0.5
