    A buffer system must be comprised of a weak conjugate acid-base pair. This means that you can have a weak acid and its conjugate base or a weak base and its conjugate acid. A and B are both strong acids, which means they dissociate 100%. HF is a weak acid meaning only partial dissociation. From the definition I just gave, this means that C would be the correct choice.
