Hi Alyssa
Several perfectly accurate answers already suggesting CC. The CC doesn't care about your ACT score. Once you earn about 30-45 credit hours [which would mostly be be General Educational Requirements anyway], apply to transfer to a 4 year program. Your ACT scores will not be considered - only your college GPA from the CC.
There are a number of 4 year schools that waive the SAT or ACT - some quite distinguished and many not so much. You can see a list here: http://www.fairtest.org/university/optional
FWIW - I earned 42 credit hours in a CC, transferred easily into a distinguished Engineering program for my Bachelors degree, and then went to an elite law school. Saved me a bucket of money as well.

Community. Also, if you don't like community I know many that have these transfer programs. If you get a certain GPA in that community college by the of your second year you are guaranteed admission into any college as long as you meet their requirements.

community college-its cheaper. you don't want to spend tens of thousands a year deciding what courses you may want the next year or semester.

You should attend a community college, where your low ACT score will not be an issue.
