It was launched at 0 m/s.
I have observed many rocket launches on TV and at the moment of launching the rocket is NOT MOVING.
It just sits on the launch pad until AFTER it is launched.
Then it accelerates.
I should also point out that after launching it is moving from east to west making use of the speed that it is already given due to the rotation of the earth.
But it cannot have a speed of 0 m/s at 900 km height or it will just fall back to earth.
So just as arrial has pointed out the question makes no sense.
The rocket is not a ballistic object like a cannon ball.
