im downloading tera on steam and im just wondering if its pay to win.

From my knowledge No it is not a pay to win game. I looked through the Cash Shop and didn't see anything that was needed a lot.
Though I found the game a bit underwhelming. Mainly cause the controls are very wonky and pretty false advertise of being a movement based RPG.. Unless a Archer, Flank Movements are not friendly to the player.
