So... here we are in 2015. Can someone explain to me why we can't just stop shooting each other now, and stop needing to be shot?
Thank you to everyone for all of the answers. An actual answer to this question is, of course, quite elusive. I hope that as a species, we can make some progress toward an answer now.

"needing to be shot\? Those people in France needed to be shot? BS.
We will stop shooting each other when we grow up as a species. Getting rid of religion is a good start, but it will take a lot more to really stop the killing. Some way of eliminating greed, envy, and fear will help, but how can we do that?

What does the year have to do with it?
We probably could stop shooting each other, but would the means justify the outcome?
We'd have to cull our population massively, destroy every gun in existence, and get people to sacrifice their emotionally fuelled superstitions and biases against each other.
In short, it'll never happen without a radical system of population control, gun control and overall mind control, which would arguably be more horrific than people shooting each other.

Shooting someone is always a choice. Nobody needs to be shot.

<<9 What shall we conclude then? Are we any better ? Not at all! We have already made the charge that Jews and Gentiles alike are all under sin. 10 As it is written: "There is no one righteous, not even one; 11 there is no one who understands, no one who seeks God. 12 All have turned away, they have together become worthless; there is no one who does good, not even one." 13 "Their throats are open graves; their tongues practice deceit." "The poison of vipers is on their lips." 14 "Their mouths are full of cursing and bitterness." 15 "Their feet are swift to shed blood; 16 ruin and misery mark their ways, 17 and the way of peace they do not know." 18 "There is no fear of God before their eyes." >>
