skyrim is stuttering only when i look around on pc help?

i have skyrim for my computer and it was working fine earlier but now whenever i look around in first person my character glitches and my weapon and shield stutters and shakes and stuff. i am using windows 10 with a radeon hd 4800 graphics card can someone please help

    The game specs call for the AMD ATI Radeon HD 4890 or higher with 1GB Dedicated Video RAM:

    You could also try the *Compatibility Mode* Windows 7, Vista, or XP.

    ALSO the other specs would be:

    • Quad-core Intel or AMD CPU processor

    • 4GB System RAM

    • 6GB free HDD (Hard disk drive) space
