Whether or not you can talk to the Police Chief depends upon the size of the Police Department. If you want to talk to the Chief of a large department, it won't happen. The Chief does not have time to talk with all of the citizens in the city. The Chief hires supervisors to talk with citizens for him. Imagine how many people want to talk with the Chief of New York Pd, or LA Pd. The Chief would not be able to speak with everyone if he ignored all his other duties.

The Chief of a small police department is more likely to have time to speak with the citizens. The Chief of any police department is located at police headquarters building.

Try police headquarters. You will probably have to explain what you want to talk to him about. Then he or his subordinates will make the decision whether to put you through.
