Getting POA after a person has been declared incompetent by current POA?

How would I go about taking over POA from my grandfathers sister - in - law, she has had him declared incompetent but he no longer wishes to be where he is and wants to relocate from Illinois to Ohio to live under the care of me and my mother. We do not think the current POA will be willing to give over that POA what can I do?

    power of attorney has nothing to do with competence. That would be done via a conservatorship or a guardianship
