Write her a letter sometimes is easier to do it on paper or computer be honest and sweet tell her all that you feel for her or record a video once you see her reaction you will feel more confident about it. ;)

feel it out. if she's already your girlfriend, she'll probably like it. just call her "babe" and see how she reacts. then call her that more often, say things like "baby" "sweetheart" and "my girl." after you do that on a regular basis, then say things like "I really really like you" "I love spending time with you" or "there's so much I love about you" to move up to that huge word, "love." saying "I love you" for the first time is a scary thing, and a big step in the relationship (for some people more than others, depending on if they have commitment issues, and how many other relationships they've been in) so you don't want to say it until you're sure she'll say it back, or until you absolutely can't keep it in any longer.
