I have ? about my My 2000 Nissan maxima?
The car has 2 cooling fans and 1 of them kicks on and stays on any time the heater is turned on. Note that it is when the HEATER is turned on and NOT the defroster. Is this normal? Thanks

Cooling fan 101....
You do not have 2 cooling fans.
What you have is 1 cooling fan for the radiator and cooling system, then you have a Condensor fan for the AC system.
The AC condenser fan normally will only come on while using the AC but it has a back up job during extream temps (normally during summer) that it will turn on at times to aid the cooling fan to keep car from over heating. But it does not run all the time as the main cooling fan will.
As far as the symptoms you state, I say you got an electrical issue either with fan or coolant temp sensor for fan and or possible wiring issue.
I suggest taking car to a Nissan dealer or at least a car repair shop and have it diagnosed.
