It's because dead people don't buy guns but, they do vote (very much democratic for some reason) So, requiring an ID would disenfranchise the dead who are self-conscious about their looks after years of decay.

No. It's only discrimination when you require the IDs then close the places where people get the ID in specific locations or change the requirement for a specific ID at the last minute.
Trust me. People notice these things. Americans are not idiots.
