Centrifugal clutch removal?

I am trying to remove a clutch on a Honda clone 6.5 hp, The strange thing is that its not seized on the shaft, it turns freely, I have removed all components(drum, shoes, springs c-clips) so, I know its not just the drum spinning. I have tried a puller with no luck. What the heck is holding the remaining part on shaft? I dont see a key, I dont know if it was never installed or broke? I think if it was broken, I d feel some resistance when I spin it, but I dont. The end of shaft doesnt seem mushroomed. I hate the thought of tryng to grind it off.

    Both set screws are out, It spins freely on the shaft, Can spin it like a wheel and it takes a second to stop. But wont pull off. Also there is about 1/32" in and out play. Re-installed the backer plate and re-tried puller. Bent the plate and no movement.

    There HAS to be a set screw there somewhere.
