Are all intel mobile processors the same socket?
I'm looking to buy an MSI whitebook with an Intel i3 4030U.

Unfortunately, not all mobile processors are the same socket. For example, the Intel you're looking at (the i3 4030U) has a CPU socket FCBGA1168. I don't know which MSI Whitebook you're referring to (a link would be nice), but I don't see any MSI Whitebooks with the FCBGA1168 socket.
All MSI Whitebooks and their appropriate sockets are in the 'source'.

Intel Corporation has a habit of changing socket formats every two generations of MPU's or so even in the mobile market. Size formats for Mobile Core Processors include FCBGA 1288 (1st-Gen Mobile Cores), FCBGA 1023 (2nd- and 3rd-Gen Mobile Cores), FCBGA 1168 (4th- and 5th-Gen Mobile Cores), FCBGA 1364 (4th-Gen Core mini-magnums), and FCBGA 1234 (Core Processors™ M-5Y00 Series, an advance 5th-Gen release).
