How do I remove a virus and regain use of my Motorola Droid 4?

My phone has been hacked by the "Cyber.Police" virus that demands a $100 iTunes gift card in order to regain access to and use of my phone. I've tried turning the phone off and on again. I've also tried letting the battery run out and then recharging the battery before turning the phone back on. Nothing has worked. How can I regain access to my phone and wipe out this virus?

    Reset the phone to factory settings. In doing this you will lose all of your contacts, messages, settings, and apps.

    I would take out your Micro SD card before you reset your phone.
