Which is the safest African country for a Western tourist to visit?

If you travel (or know someone who travels) often to Africa, which country/s is the safest to travel?

    Rwanda is actually a really safe country to visit. It sounds insane especially considering the genocide 20 years ago but honestly it was the safest/most at peace I've felt. Also, I felt safer here than some places in Europe, US.

    The genocide really had a huge positive impact on the moral of the nation. Probably the most morally upright place I've ever been to...

    Somaliland probably. The government charge you $15 a day for an armed guard. Somaliland is not recognised by the government of any other country, but it doesn't bother them much. You can get there from Ethiopia.
