How do I get to talking to this girl without being creepy?

Ok so there is this girl that moved here and I like her but she doesn't know me at all. She plays on the varsity basketball team with her sister which is a sophomore and she is s freshman, although they don't have a jv team for the girls. Me and my dad met her sister during the bits basketballs varsity game which was after our freshman game in the big gym. They both like basketball,and they are both steelers fans , and I'm a big fan of them and so is my dad and brother and uncle. And her sister likes the Tennessee Volunteers team and I'm a big fan of them as well, so I think that's pretty cool. I can tell from looking at her social media that she doesn't have a boyfriend because you know how girls are when it comes to posting pics of them and their boyfriend. Plus she just moved here in lindane where I'm living at the beginning of the year. How can I get to where I can hang out with this girl? Do I compliment her and tell her she's pretty?i am going to a Tennessee game for my birthday in February but that's just a little far way. I could ask her if she would want to go play basketball since we both like basketball. But how would I do that. There's really know way for me to get to talk to her in person. The only way I can get in contact with her is by social media which is Instagram and Twitter. Also, what do I say for the opening text? Thank you.
