Dying my hair blue without bleach?

I have naturally blackish hair, in the sun you can see the brown. But you would think its black. I want to dye my hair navy/midnight dark blue. So close to black but can see the blue. I haven't dyed my hair since 3 years ago, its all virgin now. I just wanted to know if I used some blue hair dye on my hair without bleach would it come out dark navy since my hair is dark? I want it like the pic below. Please let me know.
