Does ANY Presidential candidate have any Plan (or thought) to add Blizzard or Flooding recovery efforts to Emergency Management Planning?

Update:

Earlier in January the Meramec River flooded St Louis and the water flowed downstream to

Flood into the Mississippi River. This past week multiple States (and cities) were inundated

by Blizzards and now have to make the accumulated snow "go away".

WHY ISN'T ANYONE planning to improve infrastructure TO USE that water? Michigan and

Ohio, according to News reports have OUTDATED LEAD plumbing that injures residents.

Doesn't it make sense to COLLECT, CLEAN then dispense "extra" water?

    That starts with the governors of the affected areas. And they really have no plan.

    It snows every year, and every state already has a plan.
