JFK, for instance, instituted collective bargaining for federal employees by Executive Order. Democrats today would be too cowardly to make such a liberal move. They are cowed by the aggressive push to the right from the Republicans.
Nevertheless, Democrats today still look good in comparison to the Republicans because the Republican Party has driven out all of its liberals and has deteriorated into a bunch of right wingers trying to drag the country back into the last century, or before.

Ahem...the "conservative" fringe in Texas joked about killing Kennedy. The White House privately called Dallas "nut country." JFK and his people were surprised by the enthusiastic reception he received in the Big D. Then we all know what happened.
