OS X has no option to capitalize initial letter of sentences, if that is what you mean. Pages has that option. See the picture below. Microsoft Word has the option at Preferences > AutoCorrect > AutoCorrect (tab).
Most other simple apps, such as TextEdit, only offer spell check, no automatic capitalization of initial letter. Third-party apps depend on the developer to add that option, just like in Windows.

Do you mean like it works on a smartphone? I am not sure that the operating system itself does that. You might be able to find such a feature in the program settings of whatever you are using...
