Do we need storms to get oxygenated water to deep areas?

    Storms have strong winds and heavy rain. Heavy rain promotes aeration of water because of the water splashing around, entraining oxygen. Look up 'spray aeration' in water/wastewater treatment plants. As far as getting it to deep areas, I'm not sure since this happens on the surface. I think the best way to get oxygenated water to deep areas is to have oxygenated water flowing out from rivers upstream into the oceans. This water mixes and can increase the oxygenation of the ocean it falls into
