In this spread I have a little trouble with the final two cards. According to who or what does the relationship need to go in that direction? What if the two final cards contradict? Does this have to do with the roles of each person?

It looks like the last two cards focus on what each person needs to do to move the relationship forward. What you and what the other needs to focus on. This would be a primary impediment that may need to be overcome, or a reminder that the other person needs something from you (and you from them) to keep things in harmony.
