Low protein dog food (wet or dry) is fine, but not on its own. It could be fed (in small amounts) along with a homemade mix and fresh veggies. Here is a guideline for a mix

You just wouldn't want to add any protein to the mix.
Really though, I would make a mix and add some high quality rat food. Dog food does not have the correct amount of each nutrient for a rat. Rat food does and would make a much better supplement to a homemade mix. Oxbow is a good brand.

Sure, you can throw a bunch of junk together and feed it to your rats - they'll probably survive on it. But proper nutrition is more than that. You need to know what vitamins, minerals, and nutrients a rat requires and what foods offer these things. If your rats don't get the nutrition they need then you run into health issues, shorter lifespan, etc.
Wet food isn't even good for dogs IMO - it's primarily water, which contributes to a number of health problems (loose stool, dental problems, etc). And some of it isn't even proper nutrition, just fat and junk (which contributes to obesity.) I wouldn't feed it to a rat.
I know some people who have used DRY dog kibble in their home made rat foods, but many of then switched to a block as their staple diet and have reported that their rats did BETTER on that then the kibble. This is because a proper block is formulated for rats, dog food is not. You're not going to get the same nutrition, or same quality.
Most store bought seed mixes ARE junk. That just means you need to find a good quality lab block, doesn't mean you have to make your own or use something not formulated for rats. Petsmart sells Oxbow, which is a good brand. Some feed stores, farming stores, or smaller mom-n-pop shops might have other options as well. Or you can order online.
Use google and start looking up home made diets for rats, as well as basic rat nutrition and needs.

Just buy oxbow adult rat food. I mean, most dry dog food is cheap and in many the first ingredient is CORN. This is unhealthy even for rats, and certainly dogs. I wouldn't suggest wet food either. Oxbow is the only appropriate commercial food. You should still supplement their diet with appropriate fruits, veggies, and even the occasional meat (they are omnivores!) though. My rats enjoy mealworms and eggs for protein, but don't overdo it. Very very very fattening.
