What can I use to extend the flat surface in my backyard?

I have a big back yard and little part of cement, it's most unleveled sand, what can i do or use to have more flat surface and not waist too much money..

    A shovel, rake, and wheelbarrow.

    Here you can get dirt...if you have a truck. They will load it and then charge you by the weight. I would then just dump it on top. It is usually some pretty good top soil. You get a lot of dirt for a little and it would help make your soil better. Also don't use a mulcher lawnmower but let the grass fall to the ground and it will help with the soil too although you don't want to drown out what grass you have.
