Can I become an English professor with a ba in English and masters of arts in teaching?

Masters wont get you tenure Im afraid. Normally you need a minimum of a PhD and there is a shortage of jobs for history and English teachers. Also most professors dont actually learn how to teach about their subject, they learn OTJ but as they have an advanced degree its assumed they know what they are talking about. Whether they can actually communicate that to students in a way that students can understand is another story. Ive never heard of a MA in teaching ayway, normally you choose a focus or a major eg education, literature and do your Masters in that. University professors dont need a teaching licence per se.
I work in Japan, most of the profs here have PhDs as a minimum.

You need at least a master's in English, and to be a full professor you need a doctorate.

No. You need at least a masters in English to teach it as an adjunct or at the community college level, and a PhD in English to teach at the 4-year college or university level full time. You do NOT need any education or teaching courses to teach college.
