You can put your hands in his hair, around his neck, or yes, you can rub him outside his pants, I don't think this gives the impression you want to have sex anymore that just making out does. So, basically, he can get the impression that you want to have sex anyways, so, if he pressures you or anything, you just tell him you don't want to do anything like that, and he should respect your wishes.

Put your hands around his back or waist, or your arms around his neck.
