On the earth, is there more air than water, or vice versa?

At average atmospheric pressure, the expansion ratio between water in its liquid form and steam is 1:1700. If all the water boiled, by what percent would the volume of the atmosphere increase?

    Water covers about 3/4 of the earth's surface and air completely surrounds the earth.
